Mack Defense Secures $47M to Continue M917A3 Heavy Dump Truck Production

The U.S. Army's workhorse dump truck gets a lifeline — and a presidential visit.

Mack Defense has received $47 million in programmatic funding from the Department of Defense to sustain production of the M917A3 Heavy Dump Truck (HDT) at its Allentown, Pennsylvania facility, the company announced June 19. The funding, secured by U.S. Representative Ryan Mackenzie (PA-07) through the 2026 Defense Appropriations Act, will finance the construction of 87 additional trucks and extend production operations through at least the end of 2027.

The injection is part of a five-year contract awarded in June 2025 for up to 450 trucks with a total ceiling of $221.8 million. To date, Mack Defense has built more than 625 M917A3 HDTs for the U.S. Army.

A Commercial Platform, Militarised

The M917A3 is based on the commercially available Mack Granite heavy-duty truck, ruggedized for military use with heavier rear axles, all-wheel drive, increased suspension ride height, ABS, and modern control interfaces. It is used across all branches of the U.S. Army for constructing and maintaining airfields, roadways, landing strips, supply facilities, and motor pools.

"The M917A3 HDT fills a specific niche — combat support infrastructure that rarely makes headlines but is fundamental to every deployment," said David Hartzell, President of Mack Defense. "With this funding now in place, our team in Allentown can keep building the M917A3 and supporting the soldiers who rely on it."

Jobs and Regional Impact

The funding preserves approximately 100 skilled positions at the Mack Defense facility in Allentown. According to Tim Hertzog of UAW Local 677, each job at the facility supports up to eight additional jobs across the Lehigh Valley. Manufacturing contributes $8.9 billion to the region's $57.3 billion GDP, per the Lehigh Valley Economic Development Corporation.

Dave Durgin, president of the UAW Bus, Engine and Truck Council and shop chair of UAW Local 677, credited Mackenzie's advocacy: "Congressman Mackenzie's strong advocacy for Mack on government funding and tariff issues has helped retain jobs for our local workforce and build on this legacy."

Political Spotlight

The announcement attracted high-level attention. On June 23, four days after the funding news, President Donald Trump visited the Mack Trucks Lehigh Valley Operations facility in Macungie — his fifth second-term visit to the battleground state of Pennsylvania. The visit took the form of a campaign-style rally focusing on American manufacturing and the economy.

"Locally manufactured heavy dump trucks are essential to meeting the U.S. military's 21st-century logistical needs," Mackenzie said at the announcement event at the Mack Experience Center next to Queen City Airport.

Hartzell noted that heavy dump trucks, as a lower-priority procurement category compared to ammunition restocking, needed special advocacy to secure full programmatic funding. "We went to our congressional leads and they helped us go in front of the House Armed Services committees and request additional funding," he explained.

What It Means

The $47 million appropriation — a modest line item in a $1 trillion defense budget — carries outsize significance for Mack Defense and the Lehigh Valley workforce. Without it, production would have wound down as the previous contract neared exhaustion, risking the permanent loss of an experienced assembly team and specialized supply chain.

The extended production run ensures the M917A3 HDT remains available through at least 2027, giving the U.S. Army a steady pipeline of modern, commercial-based dump trucks built to military specifications — and keeping 100 skilled manufacturing jobs in Pennsylvania.
