Secretary of War Pete Hegseth is scheduled to visit Oshkosh Corporation's Oshkosh Defense operations in Oshkosh, Wisconsin, on Monday, Aug. 24, as part of the nationwide "Arsenal of Freedom" tour. According to a U.S. Department of War advisory, Hegseth will deliver remarks to workers and leaders at the company's hangar at Wittman Regional Airport before moving to the plant to address factory workers and review Oshkosh Defense's production capabilities. The same day he will also travel to Omaha, Nebraska, to visit U.S. Strategic Command headquarters.

The Oshkosh stop is the latest leg of the multiweek "Arsenal of Freedom" campaign, which the War Department describes as "a call to action to revitalize America's manufacturing might and re-energize the nation's workforce." The tour's central message, the department said, is that "our national security and the peace of the world move at the speed of our Defense Industrial Base (DIB) and rely on the hard work of our American workforce." It champions a new approach to defense acquisition that prioritizes speed, innovation and a "commercial-first" mindset — cutting bureaucratic red tape, empowering program leaders and providing stable, long-term contracts so industry can invest and expand.

The choice of Oshkosh is a natural one for a tour built around the industrial base. The company's plant at West Waukau Avenue produces heavy tactical trucks, including the Heavy Expanded Mobility Tactical Truck (HEMTT), the Palletized Load System (PLS) and the Heavy Equipment Transporter (HET), and sits directly behind the airstrips at Wittman Regional Airport. Oshkosh Defense currently holds a five-year Family of Heavy Tactical Vehicles (FHTV) V requirements contract estimated at $1.54 billion, awarded in 2024 by the U.S. Army Contracting Command – Detroit Arsenal, covering new and recapitalized vehicles and associated trailers into 2031. The Army continues to order the company's Family of Medium Tactical Vehicles A2 (FMTV A2) under a three-year contract extension, and this year Oshkosh received a $16.9 million contract for Remotely Operated Ground Unit for Expeditionary Fires (ROGUE-Fires) carriers — unmanned, JLTV-based launchers supporting the Navy/Marine Corps Expeditionary Ship Interdiction System — with 60 percent of the work performed in Oshkosh.

The visit comes at a pivotal moment for the company's light tactical vehicle business. Oshkosh won the initial $6.7 billion JLTV production contract in 2015, delivering 16,901 vehicles for the Army and Marine Corps, but lost the follow-on award to AM General in 2023. In May, the Marine Corps issued a request for information on a potential second JLTV supplier, and Oshkosh — which still supplies weldments and shocks to AM General and has built more than 24,000 JLTVs to date — submitted a response before the June 10 deadline. The company argues that JLTV A2 production is running 18 to 19 months behind schedule and that it is the only manufacturer able to deliver the vehicle in the timeline the Marine Corps needs.

Hegseth is not the first Pentagon chief to tour the facility. Robert Gates, defense secretary under presidents George W. Bush and Barack Obama, visited Oshkosh's Mine-Resistant Ambush Protected All-Terrain Vehicle production line in 2009, when the M-ATV was being surged to meet urgent requirements in Afghanistan.

For a manufacturer that has ridden defense demand cycles for decades — from MRAP surges to the JLTV award and loss — the visit is a high-profile signal that the administration sees established plants as central to rebuilding the industrial base. Whether it translates into new orders, particularly on the JLTV program, will depend on how the Marine Corps' second-supplier effort develops.
